I received my law degree from Harvard Law School. I joined the United States Department of Justice in Washington in 1962 as a trial attorney in the Tax Division, assigned to represent the government in trial of major federal tax litigation throughout the nation. In 1964, I transferred to the Tax Division of the United States Attorney. From 1964 to 1978 I was engaged in the prosecution and defense of both criminal and civil tax cases in the federal district courts and state courts in Northern California. From 1969 to 1978, I was the Chief of the U.S. Attorney's Tax Division and I personally prosecuted several major criminal income tax trials. I left the Justice Department in 1978, and have since been engaged in private practice in San Francisco, representing taxpayer-clients in federal and state civil tax examinations and criminal investigations; in civil trials in the United States Tax Court; in civil and criminal trials in the United States District Courts; and in appeals in the United States Courts of Appeals and the United States Supreme Court. I am admitted to practice before the bars of all Courts of the State of California, the U.S. District Courts in California, the U.S. Court of Federal Claims, the U.S. Tax Court, the U.S. Courts of Appeals for the District of Columbia Circuit and Ninth Circuits, and the United States Supreme Court. I have lectured over the years in professional programs and schools (Hastings Law School, Golden Gate University, American Bar Association National Institutes) on the specific subject of tax fraud.
